Mrs. Bell has served as a member of the Alabama State Board of Education since 1995. She has served as Vice President since July 2012.

District III includes Chilton, Coosa, Elmore, Shelby, Talladega and portions of Autauga, Bibb, Jefferson, and Montgomery Counties; and the following colleges: J. F. Ingram State Technical College; the Childersburg Campus of Central Alabama Community College; and the Shelby Campus of Jefferson State Community College.
