Mrs. Bell has served as a member of the Alabama State Board of Education since 2001. She has served as Vice President  since July 2014.

District V includes Autauga, Bullock, Choctaw, Clarke, Dallas, Lowndes, Macon, Marengo, Monroe, Montgomery, Perry, Pike, Sumter, Washington, Wilcox and a portion of Mobile counties; and the following colleges: Alabama Southern Community College; Bishop State Community College; Marion Military Institute; H. Councill Trenholm State Technical College; and George Corley Wallace State Community College, Selma.
